Red Light Camera Revenue Commissions held pending a Constitutional Court Case

I found this article in todays paper whilst having lunch and thought it was newsworthy and have given  it a more fitting headline.

An audit of a camera deal found Melbourne-based Redflex Holdings allegedly agreed to pay 3.2 per cent of its share of camera revenue to the former United States councillor, who subsequently arranged to split the cash with the wife of a local judge.

The company – which also operates Victorian red light cameras – is at the centre of several court actions in Louisiana after a local council outside New Orleans turned off the cameras last January amid concerns company lobbyists were earning a share from camera fines.

Redflex is now locked in a court battle with Jefferson Parish to recover $US5 million that the parish has refused to pass on to Redflex until the outcome is known of a separate court action that alleges the cameras are unconstitutional.

New Mobile Speed Cameras fine 6 cars per SECOND

Budget papers reveal that revenue from fines will almost double from $295 million in 2008-09 to $570 million in 2011-12.

“Fine revenue is estimated to increase by $137 million during 2010-11, with a mobile speed camera program and a five per cent increase in speeding fines,” the Budget says.

Drivers will not be warned before driving into the mobile speed camera’s zone. A small sign on the vehicle reads: “Safe speed check”. Another sign placed at the roadside will inform motorists: “Your speed has been checked.”

Enough said.

A FORMER political running mate of Family First senator Steve Fielding says dark forces are casting spells on Federal Parliament.

Catch the Fire Ministries pastor Daniel Nalliah has organised a “prayer offensive” to combat evil forces including witchcraft, homosexuality and abortion.

The discovery of a “black mass altar” at Mount Ainslie in Canberra by a group of school students had inspired him to organise a prayer gathering at the area on Saturday.

“The type of altar discovered on Mount Ainslie pointed to a black mass and the work of dark forces wanting to cast spells on Australia and federal parliament,” Mr Nalliah said.

“These days people don’t think the devil is real but we have seen the bad effects of the spiritual being known as Satan and we believe there is a spiritual fight over the nation of Australia being fought in the heavens.”

Asked what evidence of Satan there was in parliament, Mr Nalliah said: “The number of politicians who have serious marriage problems.”

Legislation supporting homosexuality, abortion and a push for a bill of rights were other areas where Mr Nallian said the devil was having influence.

“Me trying to explain it to you is like trying to teach a cricketer how to play soccer,” Mr Nalliah said.

He said 100 Christians from across Australia would be at Mount Ainslie this weekend.

“Our main reason for going to Mount Ainslie is to pull down the strongholds of the devil to repent and pray against any evil done in our land including the adverse effects of witchcraft, homosexuality and, of course, the devastation of abortion, so that God will save our land.”

Senator Fielding and Mr Nalliah occupied the first and second spots on Family First’s Victorian Senate ticket in 2004.

But Senator Fielding, who was elected to the Senate with Labor preferences, said Mr Nalliah had been asked to leave the party in late 2004.

“Family First has had no connection with Danny Nalliah since he was asked to leave the party five years ago after he made demeaning comments about a minority group,” Senator Fielding said in a statement.

“He has no voice in Family First.”

Asked about Senator Fielding, Mr Nalliah said his former running mate did not have a long-term political career because of his failure to defend the nuclear family.

“He won’t get re-elected because the Christian vote won’t be there for him,” he said.

“Steve has not been standing up for the Christian cause.”

LATE-NIGHT citygoers will kiss free car parking goodbye under a proposal by the City of Melbourne to extend metered parking times until midnight.
Visitors will be asked to pay a flat rate of $4 from 7.30pm.
The council has defended the plan, saying it will help fund municipal services after dark as Melbourne continues its push towards being a ”24-hour city”.
The move will also help the council recoup revenue lost after parking at Yarra Park was transferred to the Melbourne Cricket Club.
The council says the move will raise about $1.9 million in extra fees. It expects a further $1.3 million next year from parking fines, thanks to ”efficiencies” and a CPI-based rise in fines.
Lord mayor Robert Doyle said the new night parking fees would affect about 3000 on-street spaces and would be used to help pay for services. He said council data showed the city was still active well past midnight.
”These will be an extension of hours, not an increase in levies,” he said. ”We would say that now we have 750,000 people a day coming into the city and 300,000 people a night coming into the city, we need to make sure they are safe and services are provided for them.”
But Don Parsons, secretary of the Melbourne Business Council, slammed the proposal as a money grab. ”If you’re coming in to watch Fame at the Regent or Sir Ian McKellen who’s performing at the Comedy and you might have used street parking because there’s no fee attached to it, now you’re going to have to pay a fee or go into a parking station. It’s a device working against the city,” he said.
Victorian Employers Chamber of Commerce and Industry spokesman Chris James agreed any move that might deter visitors to the city would be a worry. ”We would be concerned about the impact that would have on city restaurants and bars and that it would be a deterrent for customers coming to the city in off-peak times, especially when public transport drops way down after 6pm,” he said.
The transfer of management of Yarra Park to the Melbourne Cricket Club resulted in a $2.1 million drop in parking revenue, the council’s draft budget papers state. Overall, the council will get about $82.6 million in parking fees and fines next year.
There was good news for residents in the draft budget plan, with rates increasing by 1.9 per cent, well below the expected CPI rise of 2.5 per cent. This was despite a valuation report from January which found that houses had increased in value by an average of 8.6 per cent and apartments had increased by 10.4 per cent since 2008.
The budget allocates the first part of spending for the Swanston Street revival plan with $7.8 million to create a new ”civic space” and super stop in front of the State Library.
But elderly and disabled people could be affected by rises in fees for services, with some meals on wheels services climbing 11.8 per cent and after-hours personal care and respite fees increasing between 66 per cent and 71 per cent.

Time to change ‘colonial’ Australian flag – Ray Martin

The quote below is from an article that was posted on the news.com.au website this morning. It appears Ray Martin doesn’t appreciate the Commonwealth Constitution, and considers it and our flag as childish.

Martin said yesterday he would lead a campaign to replace the existing “colonial” flag.

“I object to having the British flag in the corner of our flag,” he said.

“We have well and truly reached the point where we should have our own flag. I think we have to grow up and move on to the next stage,”

Martin’s bold campaign comes as Labour Party sources confirmed the Rudd Government, if re-elected later this year, will hold a referendum on a republic.
